HISTORY:
(Player’s notes: One Punch Man canon is kind of vague about exactly what characters are capable of, so I’m going to try to be as coherent as possible based on what I’ve read/watched. Also, the creator has said that Tatsumaki and Fubuki would be French in the real world. Odd considering their names, but that’s canon.)
Tatsumaki’s psychic powers were already present and quite strong by the time she was about age 6-7. It’s never stated in canon what happened to her parents, but by the time she was seven, she and her sister Fubuki (5 years younger) were in foster care. Around that point, some scientists approached Tatsumaki’s foster parents, paid them a generous amount of hush money, and took Tatsumaki away to be experimented on. She was rewarded with candy and toys when she was compliant, kept locked up in a cell when she wouldn’t use her powers for their research, and was never allowed to go outside during that time.
When she was ten, there was a monster outbreak near the research facility while she was still locked up in her cell and the scientists abandoned her, leaving her to fight the monsters on her own. The only person who came to help her was a hero named Blast, who told her to rely on her own strength rather than on others. He inspired her to become a hero herself and she eventually rose up to become the number 2 hero in the international Hero Association. She managed to reunite with her sister Fubuki after being rescued by Blast, and was overprotective to the point that it isolated Fubuki and made it difficult to make friends. Although Tatsumaki’s intention had been to protect Fubuki from going through the things that she did, people were terrified of Tatsumaki’s displays of power (such as levitating a school to scare the kids in the schoolyard who were bullying Fubuki) and thus most people didn’t even want to get near Fubuki until Tatsumaki was involved in hero work and no longer constantly around.
At the start of the main storyline, Tatsumaki is 28 years old. She heard of a restricted area of Z city and was annoyed that the Hero Association didn’t call her in to deal with it because it was something she could have taken care of easily. She was later sent by the Hero Association to defeat a monster called the Ancient King, only to be called back quickly. She ended the fight by dropping a giant meteor on him.
When a large UFO appeared over A city to attack, Tatsumaki took it on with several other S class heroes. She saved her fellow S class heroes from missiles the spacecraft fired on them, redirecting the missiles toward the UFO instead. She bombarded the ship with debris from their attack on A city, although when the ship finally fell, she wasn’t convinced it was entirely of her doing. She was annoyed at seeing Saitama emerge from the ship since he was a lower class hero (class B) who she didn’t think had any business being there and picked a fight with him and her fellow S class hero Genos, but one of the few fellow heroes Tatsumaki actually respected, Bang, intervened and told her to act like a proper hero.
At one point later on when her sister Fubuki was fighting a monster named D-OS that had the power to use mind control on people and had mentally enslaved Fubuki’s hero teammates, Tatsumaki showed up. She told Fubuki to run along home and that she’d take care of all of this trash for her. D-OS had originally planned to use Fubuki as bait to lure out Tatsumaki, but upon sensing Tatsumaki’s power, decided a tactical retreat was in order instead. She ordered all of Fubuki’s mind controlled teammates to attack at once. Tatsumaki telekinetically knocked them all out and released them from their mind control, but D-OS successfully escaped in the meantime. Before leaving to search for more monsters running amok, Tatsumaki told Fubuki to tell all of her teammates that they were just hinderances in times of disaster so they should do everyone a favour and evacuate instead of sticking around to fight.
She battled numerous other monsters, including one named Evil Eye that boasted of its great psychic power - which she proceeded to make short work of.
STRENGTHS:
Hardworking: Tatsumaki doesn’t hesitate to volunteer to take on dangerous monsters herself. She doesn’t mind being called out on short notice to deal with a problem, and even prefers for people to leave the work for her. She would rather take on a monster that is beneath her power level than have weaker heroes deemed more of a match for the monster be hurt. She’s not kind and empathetic about it, particularly. She’s actually rather demanding and rude, but her work ethic cannot be denied. She will drop everything on a moment’s notice to work.
Efficient: While some people might wish to draw out a fight for their own personal enjoyment, Tatsumaki prefers to end fights against strong monsters quickly. She does not mess around. She doesn’t like having her time wasted, and she wants to resolve problems in a timely fashion. She’s very good at identifying the fastest course of action for doing something, although that’s not always completely civilian friendly. While she would prefer to not have civilian deaths, she does believe in the concept of acceptable losses. To her, it would be worth it to allow for a single civilian hostage to die if it meant taking out a large group of dangerous monsters all in one fell swoop. Harsh, but undeniably efficient.
Independent: Tatsumaki prefers to do things alone. She only works with other heroes when it’s absolutely necessary, preferring to rely on her own power rather than on others. She is self-sufficient and confident in her ability to take on whatever life throws her way. She doesn’t ask for the permission or approval of others. She makes up her own mind about things, evaluating the best course of action before acting.
FLAWS:
Arrogant: While much of Tatsumaki’s confidence in her own power is entirely justifiable, her degree of power has made her arrogant to the point that she can’t imagine someone or something being too powerful for her to take on by herself. She underestimates others’ strength, to the point that she believes that people should just leave everything to her. For example, she doesn't even consider the possibility that Saitama might be strong when he emerges from the spaceship and berates him for being there instead of considering the possibility that he may have been responsibile for defeating anyone on it.
Rude: Tatsumaki’s rude behaviour goes hand in hand with her arrogance. She regularly insults others, or turns up her nose at them with a haughty little ‘hmph’. She yells at people and is generally unpleasant and difficult. Her power even makes her overbearing toward those she loves most, because she’ll boss people around and expect to get her own way all the time. For example, when her sister is in the middle of a battle and isn't badly hurt, she tells Fubuki to run along home, and calls Fubuki's teammates hinderances.
Temperamental: Despite all of her confidence and efficiency, it’s not difficult to anger Tatsumaki. Calling her a child, bratty, or any implication that she’s not strong enough to take on an opponent will set her off. She is easily provoked, although fortunately she can be calmed down just as quickly. An example of this is when Genos calls her a brat for how she's spoken to Saitama and she quickly sends Genos flying into a boulder despite the fact that Genos is a fellow S-class hero. A bit of lecturing from Bang (whom Tatsumaki actually respects since he's only one rank below her within the S class heroes) that calms her down.

Tatsumaki is the strongest psychic/Esper in One Punch Man canon. Her telekinesis is the strongest aspect of her psychic powers, allowing her such feats as drawing down a giant meteor from space and levitating an entire city. She is able to psionically manipulate someone’s life force itself to cause pain and disorientation, and create barriers that can protect herself from both physical and mental attacks. She can bind the powers of another psychic, and is easily able to resist attempts to bind her or use mind control on her. From a long distance away, she is able to sense that her sister Fubuki has been hurt and track down her exact location to come to save her.

AU CHARACTER NAME: Tatsumaki Dubois

AU BACKSTORY:
Tatsumaki was born in France to a French woman and a man who was half-French and half-Japanese. It was an unplanned pregnancy. The couple had only just graduated from university and began their careers. Her father was a nerdy meteorologist and suggested the name Tatsumaki for their daughter, neglecting to mention that it was the Japanese word for tornado. Her mother thought he was simply honouring his half-Japanese heritage and was less than amused when she discovered years later what their daughter’s name actually meant. They were loving parents, albeit perhaps a little too indulgent and unwilling to discipline her properly when she was being bratty.
Tatsumaki’s Seer powers first manifested when she was nine. While her parents were out on a date, she had a vision of the car accident that killed them a couple of hours later. She also temporarily lost her eyesight for the first time. The frantic voicemails from the babysitter made her parents distracted while they were driving home, and Tatsumaki was left feeling like her parents’ deaths were her fault. Fortunately, her grandparents knew what was going on. Her grandmother, frail in health despite only being in her mid fifties, was a Seer and a member of the Watchers. She contacted them about her granddaughter’s newfound abilities, and enrolled Tatsumaki at Daybreak Academy. She also predicted that Tatsumaki would manifest Flame abilities, and the exact date and circumstances under which they would develop. This helped the Watchers prepare for the entirely necessary coverup. It also meant being able to arrange for legal guardianship in advance in case Tatsumaki’s grandfather’s injury seen in her grandmother’s vision proved to be fatal.
Tatsumaki’s Flame powers manifested when she was eleven years old. A Daemon emerged from the Outland mists while Tatsumaki was visiting her grandfather on break from the Academy. Prepared for the dangerous creature, he contacted the Watchers to send help and tried to protect his granddaughter in the meantime with the weapons he had on hand. Seeing him severely wounded violently awakened Tatsumaki’s Flame powers. While shielding her wounded grandfather, she used her telekinesis to bombard the Daemon. She impaled it with a lamppost and dropped their damaged house on it. Help showed up promptly to finish off the Daemon. A mage used wind magic to conjure up a tornado in the area, careful to cause some damage to the surrounding area without killing anyone. Although he didn’t have the warmest personality, the mage stayed with Tatsumaki while she was at the hospital waiting for news of her grandfather’s surgery, and after the doctors confirmed his wounds had been too severe for him to survive. The mage told Tatsumaki to hone her power to its fullest potential so that she could prevent losses like hers from happening to others. Tatsumaki took his words to heart, and became absolutely determined to become as powerful as possible.
Tatsumaki had a difficult temperament, but she managed to make a few friends, including one friend who wasn’t even a student at Daybreak Academy - Orihime Inoue. Making a friend outside of the school was actually a very good thing for her because it reminded her of the innocent civilians that she was training to protect, and it showed her that someone could value her as a person rather than only for what she could do. One day, she came to Orihime’s rescue, only to be rescued in turn that same day during an ill timed vision. The incident reinforced Tatsumaki’s desire to get stronger, but it also showed her that her friends would protect her in turn.
As a student, Tatsumaki proved to be diligent, and applied herself fully. She was even less friendly from age 11 onward than before, but she was loyal and a good student. By the time she was 15, she was advanced enough in her psychic abilities that she could fight on par with adult hunters. However, given her small stature, her physical combat abilities were considerably less advanced, and her Seer abilities came with the notable disadvantage of going temporarily blind after visions. She was flat out turned down when she wanted to graduate early, but given her skill with her psychic abilities and desire for more responsibility, she was given a part time tutoring position to tutor other students in mental defenses.
As a member of the Watchers, Tatsumaki was one of the most junior and didn’t have any real authority. Her status as a Seer meant that people listened with interest when she had a vision to report, and the temporary blindness she experienced post-visions was accommodated to the best of the Academy faculty’s ability, but she didn’t have the authority that an adult Seer within the Watchers did. Her aptitude with her Flame abilities and relatively good health meant that she was allowed to go on combat missions despite the risks related to her visions, and occasionally she accompanied adult members of the Watchers when they met with various people of note within the supernatural circle.
AU PERSONALITY DEVIATION:
Tatsumaki is more cooperative and open to working with others than in canon. Since her Seer visions can come on at random and she’s temporarily blind after them, she has been forced to accept that it’s foolish for her to take on monsters alone. Her past has been less traumatizing and she’s young enough to not be set in her ways. While she’s still powerful and has excellent control over her powers, her level of power is nowhere near what it is in canon and she’s spent her time surrounded by people who are also strong. She is less arrogant as a result. In addition, she has more empathy for others than she shows in canon, since her psychic powers are a little different and she’s forced to see the bigger picture. She’s still not pleasant, but she has more of a sense of perspective and a desire to be around others. Her friendship with Orihime has also impacted her in a positive way, because Orihime liked her and wanted to be friends without having any idea about Tatsumaki’s abilities. Whereas in canon, Tatsumaki’s worth has been defined by her powers since childhood.

POWERS:
Tatsumaki is both a Seer and a Flame/Candle. Her Seer powers give her spontaneous visions of the past and future, as well as a general danger sense and good intuition. If she suddenly looks like she’s on high alert, it’s a good idea to be prepared for a possible fight. That danger sense occasionally extends to others, and is more reliable when it comes to people she cares about than when it’s total strangers. The Seer powers come with some major drawbacks. First and foremost, the spontaneous visions are just that - spontaneous. They can and have come on at inconvenient times and will leave Tatsumaki staring off into space and completely unaware of her surroundings until they’re finished. Secondly, her visions leave her temporarily blind. This can last for anywhere from twenty minutes up to five hours, depending on the length and clarity of the vision. While she’s in good health, being a Seer has stunted her growth.
Tatsumaki’s Flame powers are psychic in nature. The most potent of those abilities is telekinesis. While she’s isn’t as strong as in canon and won’t be calling down giant meteors from space or levitating entire cities, throwing around cars or even levitating a house is possible for her. She has strong mental defenses, and can resist mind control and attempts to psychically subdue her without significant difficulty. Her telepathy is the most underdeveloped aspect of her powers. While she can read minds, it’s not something she’s ever worked at doing, and is far more interested in keeping others out of her head. When Tatsumaki is actively using her powers, a green light emanates from her body, and green light surrounds the things she’s using her telekinesis on.
